The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is allocated on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity enabled by current data. From vantage locations, military aircraft that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, certainly, persist.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their task will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
